    In Flanders, every political party has its own political foundation or study centre. Although their importance for the party organisation is widely recognised, a systematic and comparative analysis of these study centres is still lacking. This article is the first attempt to address this empirical void. Based on document analysis, interviews and survey material, we analyse the basic characteristics of the study centres of seven Flemish parties, covering all major political families. We compare their size, internal structure and autonomy vis-à-vis the party, explore the advisors’ profile and background and discuss the generation and products of advice. We conclude that despite their heterogeneity Flemish study centres share a common but limited functionality, being more of an extension of political parties than classical think tanks.

    Contemporary violent conflicts are mostly internal in nature. The serious humanitarian consequences that they often cause belong in principle to the internal affairs of the sovereign state in which they occur. Since the 90s, however, the international community is playing an increasingly important role in addressing the humanitarian consequences of internal conflicts. What kind of a partner is the West, meeting in this field with China? From the perspective of identities and role conceptions, this article highlights the Chinese debate on the principle of non-interference in internal affairs. This decades old cornerstone of China’s foreign policy is under discussion as a result of China’s rise, which is raising expectations of a more active role of China, including conflict management. This article examines the changing self-images that lead to the search for a new Chinese role but also points to the enduring influence of older role conceptions. The empirical focus is on Africa, with examples from Chinese policy toward some recent african complex crises.

    Although subnational entities play an important role in governance for sustainable development, they are often not recognized as decision-making actors in multilateral bodies, where an important part of the policy debate takes place. Adopting a Multi-Level Governance perspective, this article presents four alternative routes they can use to be involved in multilateral decision-making. It further zooms in on inter-subnational networks, an application of one particular route, called the direct route. Inter-subnational networks are associations between subnational entities based upon common interests. They have both external and internal objectives. On the one hand, they want to represent their members at multilateral organizations and influence decisionmaking. On the other hand, they are aimed at fostering cooperation between their members and at stimulating policy learning. This article focuses on the participation of Flanders in two networks in the area of sustainable development: nrg4SD and ENCORE. Flanders is an interesting case because of its exceptional degree of autonomy. The analysis concludes that Flanders is mainly (but not exclusively) interested in the internal dimension of the networks. It further reveals a low political involvement, which seems due to the subject of sustainable development itself.

Haar onderzoek focust op de betrokkenheid van Vlaanderen bij multilaterale besluitvorming inzake duurzame ontwikkeling in de VN, de OESO en de EU.

Hans Bruyninckx
Hans Bruyninckx (1964) doctoreerde aan Colorado State University met een specialiteit in International Environmental Politics. Daarna werkte hij aan het Hoger Instituut voor de Arbeid (Katholieke Universiteit Leuven) en aan de Wageningen Universiteit, Nederland. Sinds 2005 is hij professor internationale betrekkingen en internationaal milieubeleid aan de Faculteit Sociale Wetenschappen van de Katholieke Universiteit Leuven. Zijn huidig onderzoek focust op de invloed van globaliseringsprocessen op mondiaal milieubeleid en duurzame ontwikkeling, op de rol van de EU in internationaal milieubeleid en op het milieubeleid van China. Hans Bruyninckx is ook promotor-coördinator van het Steunpunt Duurzame Ontwikkeling (2007-2011).

    This article presents an analytical framework to advance the comparative study of regional integration processes and to give a proper place to the EU within the field of regional integration studies. It is argued that a single theory of regional integration is not possible and that in order to compare different integration processes a distinction needs to be made between three generations of regionalism: i) integration by removing (economic) barriers; ii) integration by building a supranational structure and (iii) integration by building a geopolitical identity. This framework allows to better situate the EU towards other integration schemes in the world: as an exponent of first generation regionalism, the EU can be studied as one of many hundreds integration schemes; as a form of second generation integration the EU can only be compared to a limited number of cases and with regard to third generation regionalism the EU is a N = 1 case.

Luk Van Langenhove (°1957) is directeur van het onderzoekscentrum UNU-CRIS van de Universiteit van de Verenigde Naties in Brugge (www.cris.unu.edu) en doceert aan het Europa College, de Vrije Universiteit Brussel en de Université Libre de Bruxelles.     Starting from principal-agent theory, this article analyses the conditions under which an EU negotiator enjoys a particular degree of negotiation autonomy vis-à-vis the member states he represents during multilateral environmental negotiations. A Qualitative Comparative Analysis of eight EU decision-making processes with regard to international negotiations leading to a multilateral environmental agreement indicates that the compellingness of the international negotiations explains the occurrence of negotiation autonomy. However, the international compellingness does not provide explanatory power to understand the particular degree of negotiation autonomy. To understand when an EU negotiator enjoys a high degree of negotiation autonomy, variables such as preference distances, information asymmetries and institutional density need to be taken into account.

    For the European Union to exhibit some ‘actorness’ in the world of international relations requires it to have a certain amount of autonomy from its constituent members. This article analyses, in this respect, the degrees of freedom the Council Secretariat and the European Commission enjoy in the context of the CFSP. While this EU policy is generally known to be intergovernmental, both institutions arguably do have some political influence over the substantive outcomes. This is not the result of formal competencies institutionalized in the Treaties, but rather of an accumulated process and content expertise in these institutions, which can be transformed into political influence via informal means.

    The hollow state is a metaphor for the process in which the position of the nation-state is weakened, as authority is transferred to the EU level or regional level (horizontal shift) and to the private domain (vertical). We argue that the analysis of this process should not focus narrowly on formal rules and sovereignty, but that the most fruitful approach is a thorough empirical assessment of the changes taking place in various aspects of the nation-state. Moreover, the scope should be broadened to include the transformation of political decision making: from government to governance. In particular, we discuss the consequences for the functioning of political parties. We conclude that member states indeed lose policy autonomy to EU integration, and have to share authority with several other actors. Yet, because of its ability to adapt to external challenges, the state remains a relevant and important entity.

    This article investigates the link between state decentralization and party decentralization. We study the impact of the type (dual, integrative, asymmetrical) and degree of decentralization on two dimensions of the relationship between a party’s central party organs and its regional branches: the autonomy of the regional branches to manage their regional affairs and the degree of participation of the regional branches in the central party. We compare the organization of five state-wide parties in two decentralized multi-national polities, Spain and the UK. Our analysis of their party statutes partly confirms the link between degree and asymmetry of decentralization and party organization. However, the impact of the type of distribution of powers between the state and its regions is much less clear. This article shows the need to investigate the influence of other factors such as regional party competition and electoral rules on the type of central-regional relationships within state-wide parties.

Centraal-lokale relaties in Vlaanderen: verdeel of heers?

    An important element in the debate on the hollowed State is the extent to which the subsidiary idea caused a decrease in dominance of the central State and lead to a multifaceted process of decentralisation. A case in point is the recent regionalisation of the competency to organise local government in Belgium. Based on Page and Goldsmith’s three dimensions in intergovernmental relations between central and local government (functions, discretion and access), we test the discourse of the reform of the local government in Flanders to its practice. It is argued that the principles of a subsidiary founded municipal autonomy, a growing fiscal and functional discretion and a personal disentanglement of local and central decision-makers was inspired by northern European models of government relations. These, however, are only partially being confirmed by the praxis of the reforms, as the main principles of the existing southern European models persist.
