    For many reasons multiculturalism has become a convenient punching bag. One of the criticisms is that multiculturalism undermines social cohesion and therefore erodes the basis for a redistribution policy. Closely related to this critique is that multiculturalism pushes immigrants into unemployment and makes them dependent on the welfare state. In this article, both criticisms are evaluated. We clarify why multiculturalism does not necessarily undermine the (support for) welfare state nor impede the socioeconomic equality of immigrants. What is needed and what remains necessary is the outline of a multicultural welfare state.

    In a closed or semi-open PR-system, the designation of the MPs is primarily determined by their position on the list. In this paper, we attempt to find out on the basis of which criteria a party selects the candidates who are most likely to be elected, due to their high and/or visible position on the list. We do so by comparing these realistic candidates with the candidates on unrealistic positions on the list. A multi-level logistic regression analysis of the Flemish candidates in four subsequent federal elections in Belgium shows that the selectorates have a marked preference for incumbents and for mayors. Aldermen also stand a better chance of being elected, but only if they are from a larger communality. Women are strongly underrepresented amongst the realistic candidates, but this is only due to the fact that there are relatively few women mayors and incumbents.

    This article presents a state-of-the-art description of political theory and analyses the role of political theory within the discipline of political science. It starts by describing two dominant approaches within the sub-discipline: conceptual political theory and normative political theory. Secondly, it situates political theory as separated from political science in general and from actual political debates. Thirdly, it analyses the role of methodology in normative political theory.
    I argue that the most important contribution of political theory to political science in general is its emphasis on the fact that politics is first and foremost a normative endeavor and that any political-scientific analysis should always be aware of this normative character.

    The EU is increasingly developing a grand strategy for framing its external policies in a coherent way. The European Security and Defence Policy offers the EU access to military instruments, enabling it to conduct civilian and military operations. This article investigates to what extent the EU can be qualified as a strategic actor, i.e. having a clear vision of how to act in the security domain and the will to do so. Furthermore, we evaluate whether past practices are leading to the framing of a EU strategic culture. As a test case we offer an in-depth analysis of the planning of EUFOR Tchad/RCA – the most recent and largest autonomous military operation the EU has conducted so far. This shows the progress the EU has made in developing its external posture, but also makes clear there exists a conceptual gap in terms of military strategy, where operational planning remains plagued by ad-hoccery.

    The 2006 local elections in Belgium were the first one organised after the transfer of the local authorities competences from the federal to the regional level. This means by consequence that the different regions have as well the competence in designing the institutional framework of local government as the competence of changing electoral rules. The same elections were also the first ones after drastic reforms in the national political landscape (eg., the democratic Flemish nationalist party split in different groups, nearly all the parties changed their name and particularly in the Flemish part of the country, different kinds of alliances between parties emerged).
    All over the country, the Christian democrats made progress and the ecologists suffered a declining trend. For the other parties, results depend from one region to another.
    In the Flemish part of the country, the socialists and the extreme right wing joined the Christian democrats as winners of the elections. The other parties lost votes. This was particularly the case for the liberals and ecologists (the winners of the 2000 local elections). Liberals are however the winners in the Walloon part of the country, together with again the Christian democrats. In this region, socialists and ecologists were set back. In the Brussels region, we noticed progress for socialists and Christian democrats and declining figures for liberals and ecologists.
    Analyses of political competition, number of groups in local councils and single party majorities point out that the fragmentation of local politics is not growing. The local political landscape seems to be more stable in the Walloons compared with the Flemish region.

    In 2006, the European Union was still suffering from a legitimacy crisis following the ill-fated referenda on the Constitutional Treaty in 2005. Nevertheless, this overview of different internal and external European initiatives in 2006 presents a more ambiguous picture. On the one hand, EU policy-makers failed to gather momentum for new and ambitious European initiatives; on the other hand the EU did make some progress in a number of new and running dossiers.
    The extended reflection period did not result in a solution for the institutional impasse, despite some limited proposals (‘Plan D’, a mini-Constitution) to turn the tide. In spite of clear signs of enlargement fatigue, two new member states (Romania and Bulgaria) acceded to the EU. The enlargement negotiations with Croatia and Turkey continued – even though the talks with Turkey were somewhat scaled down. In 2006 the energy issue reached the top of the European political agenda, with ambitious proposals from the European Commission, but this did not result in specific EU policy decisions. The EU did finally reach a compromise on other dossiers that had been stuck in the EU decision-making machinery for years, such as the Bolkestein directive on the liberalisation of services and the REACH regulation on chemicals. The EU’s external and foreign policies were characterised by the EU’s involvement in a number of crisis situations (Lebanon, Congo) and the elaboration of the European Neighbourhood Policy (Action Plans). EU initiatives in the areas of migration and energy also link up with Europe’s external policies – especially in relation to the EU’s neighbouring regions.

    On December 1st 2005, Belgian Prime Minister Guy Verhofstadt proposed the creation of a ‘United States of Europe’: a core group of Eurozone countries surrounded by a confederation of states. A European social-economic policy, technology cooperation, a common justice and security policy, a common diplomacy and army will make the EU stronger and less patronizing, said Verhofstadt. In this article, we look back over the main political and economic developments in the EU in 2005. This year will probably go down in EU history as the year in which the constitutional treaty was rejected. Yet, as demonstrated, despite a feeling of total malaise, a number of knotty dossiers came to a conclusion and new initiatives were taken.

    The decline of traditional class voting is at the centre of the Class Politics debate. From the framework of traditional class analysis a labourer’s right wing vote appears ‘unnatural’. A right wing vote is thought to damage the interests of the economically precarious groups. This paper attempts to understand the phenomenon of so-called unnatural voting behaviour starting from the populism concept. From a theoretical literature study we analyse the relationship between populism and attitudes regarding the economic left-right cleavage. We argue that right-wing populism appeals to a cry for equality, yet at the same time mobilises this sentiment against the institutions of the welfare state. In that way populist right parties succeed in attuning their economic discourse to the socio-economic attitudes of broad layers of the population, including economically precarious categories. The empirical relevance of this hypothesis is tested on the case of Flanders.
